How does ocean policy affect the economic development of coastal areas?

Abstract:
Abstract The overexploitation of marine resources poses multiple pressures on marine ecology and the environment, which are detrimental to the sustainable development of the marine economy and environment. Many ocean policies have been developed in an attempt to address this issue. However, the effectiveness of implementing specific policies and how to draw valuable lessons from these implemented policies for ocean development in other regions are often overlooked. Taking China as an example, the development of the marine industry in Jiangsu province has become increasingly typical and serves as a reference for coastal planning. Examining the contribution of its regional marine policy to the coordinated development of the marine economy and environment provides insights applicable to other coastal areas. This study utilizes panel data from 2010 to 2019 for coastal areas in China to evaluate the effects of regional marine policies on the integrated development of the marine economy and environment. The synthetic control method is employed based on two marine policies implemented in Jiangsu Province in 2013, with 10 other coastal provinces in mainland China serving as the control group. The paper further analyzes the mechanisms through which regional marine policy impacts integrated development. The results reveal that marine functional zoning and island conservation planning policies can significantly and positively influence the integrated development of the economy and environment through various factors. Additionally, policy recommendations are provided to local governments for achieving integrated development in the regional marine sector.
