Abstract: Abstract— The article examines the reasons for the low level of economic development of the problem macroregion. The general condition of fixed assets and investments is analyzed, the conclusion is substantiated that it is necessary to change the structure of the economy of the macroregion on the basis of technological modernization of its main industries. Program activities are proposed, the implementation of which will allow problem regions to move to a higher level of development.
