Abstract: Abstract— The article considers the contribution of the ICT sector to the medium- and long-term development of the Russian economy. The target scenario of Russian economic development and the conditions necessary for its implementation are analyzed. The necessity of completing the ICT Ecosystem to full cycle is substantiated. The strategies of fostering “national champions” are analyzed, and a target strategy is defined.
