Abstract: Zusammenfassung Impfpflichten sind aus ökonomischer Sicht ein negativer Anreiz, sich impfen zu lassen. Im Einzelfall genauso wirksame positive Anreize — etwa staatlich finanzierte Impfprämien — können flexibler gestaltet werden, einige Nachteile starrer gesetzlicher Impfpflichten vermeiden und womöglich eine höhere Impfquote erreichen helfen. Zuverlässige Antikörpertests können helfen, die Subventionierung auf Menschen ohne ausreichenden Immunschutz zu begrenzen. Wegen des hohen volkswirtschaftlichen Werts einer höheren Impfquote im Kampf gegen SARS-CoV-2 hat Deutschland einen großen ungenutzten Finanzierungsspielraum für Impfprämien. Denkbar sind auch Kombinationen von Impfprämien und -pflichten.
