Abstract: Zusammenfassung Der deutsche Sportwettenmarkt zeichnet sich durch eine relativ strenge Regulierung aus, die in der Praxis nicht unbedingt so gehandhabt wird. Der graue und schwarze Markt nimmt einen überraschend großen Anteil ein. Da auf diesem Markt der Jugend- und Spielerschutz fehlt, resultieren daraus beträchtliche soziale Kosten. Auch der im März 2017 beschlossene Zweite Glücksspieländerungsstaatsvertrag löst die vorhandenen Probleme noch nicht.
