Abstract: This report is a summary of results from the project “High-tech spin-offs in the Nordic countries”. It is intended to be a non-technical presentation of the approach, the main results and policy conclusions of the project. It is accompanied by two larger volumes giving the full details and results of the work, the Main report and the Statistical annex. (STEP Reports 23-2003 and 24-2003). The project addresses how it is possible to identify and classify changes in establishments and enterprises utilising administrative register data, and compares results across Sweden, Finland, Denmark and Norway. The work compares the occurrence of high-tech spin-off establishments with other new and existing firms, tracks their performance over time and tries to identify factors that seem to affect their success.
