Abstract: In this report we present the results from the project “High-tech spin-offs in the Nordic countries”. The present report describes how it is possible to identify and classify changes in establishments and enterprises utilising administrative register data, and compares results across Sweden, Finland, Denmark and Norway. The work compares the occurrence of high-tech spin-off establishments with other new and existing firms, tracks their performance over time and tries to identify factors that seem to affect their performance. The report is accompanied by two supplementary volumes, a Summary report and a Statistical annex. (STEP Reports 22-2003 and 24-2003). The annex includes detailed tables and breakdowns of the results in more detail than has been possible to include in the main report. It includes a brief sensitivity analysis for the methodology. The Summary report is intended to be a non-technical presentation of the approach, the main results and policy conclusions of the project.
