Abstract: The aims of this study are: 1) to examine characteristics and limitations of partnership between private enterprise and basic education institutions in preparing students for a quality workforce 2) to analyze needs and develop guidelines for fruitful synergistic partnerships between private enterprise and basic education institutions in preparing students for a quality workforce 3) to construct a model for synergistic partnerships between private enterprise and basic education institutions in developing a quality workforce. A mixed-research method was employed to gather data from private enterprise, education policy makers, school administrators, teachers, and school-board members. A Tri-Action Synergistic Partnership model was developed to include three levels of partnership for workforce development; national level, regional level, and school/community level.
