Abstract:
This paper measures the technological content of the exports basket of Uruguay in 2007-2009 based on three indicators: R&D Intensity, Sophistication, Technological Opportunities. The former includes the direct effects of public expenditures on innovation, and the complementarity between public and private expenses. We have found that in Uruguay the products of high technologicalcontent are agricultural, according to the Opportunities indicator. Moreover, there is no significative evidence that supports thecomplementarity between public and private expenditures. Finally, we identified a direct negative effect on innovations, which calls for further research.
