Abstract: Brazil is among the few developing countries with a domestic production of digital telecom equipment. This achievement is a combined result of public-private co-operation through which effective access to new technologies and a climate that fosters their diffusion were established. Reasonable levels of cognitive and network externalities were also attained. This particular co-operative arrangement has presently reached its limit. The possibilities for Brazil to take full advantage of the benefits of the new technologies in telecommunication depend on institutional changes that can bring about sustainable levels of investment.
