Workers’ Compensation Insurance Experience Rating and Subsequent Employer Claims: The Wisconsin Experience

Abstract:
This paper examines employers’ experience rating and lost-time claims for workers’ compensation insurance. Our examination supports the contention that experience rating improves safety and reduces worker injuries and claims. We also find that claims increase at a declining rate with employer size. This is consistent with the proposition that there are economies of scale associated with the returns from employer investments in safety.
