Abstract:
The present work discusses possible methodological approaches for the assessment of employment effects of rural development measures. A special focus is on measures of the so called integrated rural development. Methods that are considered non-appropriate are considered nevertheless. Therefore, this paper may inform more generally about possible approaches towards the assessment of policy effects. The discussion of different methods clarifies the inevitable necessity of intimate causal knowledge of measures' intervention logics in order to reliably identify employment effects. Since such a sound theoretical basis does not exist yet for the measures of integrated rural development, the demand for a reliable quantification of the measures' effectiveness and efficiency cannot yet be met. In this case, policy evaluation has to be judged as an interactive process of knowledge generation.
