Abstract: 本稿は「電力システム改革論」が国民経済の観点すなわち消費者主権の理念から見て，効率性及び公正性を増大させうるかあるいはパレート優位な状況を生み出しうるものなのか否かについて基礎的な分析を行う。この分析が必要とされるのは最近ほぼ20年間「改革」とか「自由化」，「市場メカニズム」などの言葉があたかもそれ自体「善」であるかのような錯覚を経済政策論に与えているからである。旧来の総括原価方式の持つ問題点は数多く指摘されている。これについての詳論は続篇で行うこととし，１から５までは"positive"な観点から電力産業への自由化，全面的競争導入の一つのモデル化を行い，６において消費者の視点から小売自由化の評価を行う。
