Abstract: The state of national innovation systems of Russia and EU countries in the context of these systems elements interaction with industrial enterprises is analyzed in the article. It is determined that it is necessary to significantly increase the role of enterprises in the national innovation system and the enterprises should keep to the proactive innovation policy for the long-term stable development of the Russian economics.
