On the issue of conceptualization of “new urbanism†managing the development of modern cities

Abstract: This article explores the conceptualization of “new urbanism†in the context of contemporary urban development management. Examining the evolution of urban thought from the classical theories of G. Simmel and the Chicago School to contemporary spatial-emotional analyses, the author identifies key contradictions in urban development. Emphasis is placed on the conflict between planned transformations and spontaneous social practices, as well as the gap between idealized images of the city (as a space of opportunity) and the real problems of social inequality, environmental vulnerability, and functional segregation.Based on an analysis of sociological survey data (VCIOM) and international case studies (Berlin, Cologne, New York), the author demonstrates the polarization of assessments of the urban environment depending on age, gender, and settlement type. The author argues that overcoming these contradictions requires abandoning universal, often Eurocentric, approaches in favor of multiscalar strategies that recognize the material and cultural heterogeneity of space. “New Urbanism†is viewed as a practical tool that, by combining the principles of dense development, mixed-use, and pedestrian-friendly spaces, can ensure more balanced and sustainable development. The key conclusion of the article is the need to transform urban planning policy by engaging citizens in co-design processes, which will transform urbanization from a spontaneous process into a managed project for creating inclusive and viable communities.
