Cyber attacks as a modern form for an act of aggression

Abstract:
At the present stage a cyber attack should be qualified not only as a crime against information resources, but also as a modern form of an act of aggression. Committing that kind of an attack one can steal the information that constitutes a state secret, violate the life support system of the state, and destroy the missile defense system what poses a threat to the security of the state and is a violation of universally recognized principles of international law. An identification of guilty persons for committing such attacks is problematic. However, further development of the existing regulatory framework in this area for the development of international instruments enshrining the ethics of responsibility for the crime.
