Abstract: In this article relationships for the provision of social services,regulated by a new Federal law “About bases of social service of citizens in the Russian Federation†of 28 December 2013 № 442-FZ, as a special kind of public social security obligations for the provision of social services and analyzes its complex (mixed) legal nature,due to the unity and a particular combination of public and private principles.
