Factors of innovative socially-oriented development of the region’s economy

Abstract:
In the article on the example of the Belgorod region it is shown that under conditions of global competitive environment an innovative socially oriented development of the regional economy depends on staffing territorial clusters, as centres for effective use of human and investment resources based on the strategic partnership among government, business and educational organizations.
