National guarantee system as a tool of financial support of small business

Abstract: The article analyses the Russian market of guarantee securities for small and medium-size enterprises. Its condition is characterized by inertia, which greatly restrains the development of small business. The formation of national warranty system the author links to the implementation of specific actions of public authorities within their powers.
