New methodology for the formation of regulatory innovating

Abstract: According to many experts and practitioners, one of the main reasons for relatively slow development of innovation sector of the Russian economy are significant deficiencies in the management of that area, both at the legislative and regulatory level. The authors analyze negative trends in Russia innovation and legal field and offer to use a method of constructing a three-dimensional “innovation matrix†for the purpose of allocation of subjects, objects, problems, and other basic elements of the national innovation system.
