Methodological aspects of substantiating program measures for the long-term strategic development of industrial technologies

Abstract: The article presents scientific justification for the methodological aspects of choosing priority directions of long-term technological development of new industrial technologies taking into account the external and internal threats of technological lag and modern approaches to approaches to parrying them in order to ensure the technological sovereignty of the state, the competitiveness of high-tech domestic enterprises and their further effective development. Formation of methodological approaches to the justification of program activities devoted to the long-term development of industrial technologies is aimed at integration of the scientific and technological forecasting process and selection of program activities devoted to the modern development of industrial technologies into a unified system. The authors reveal the content of the stages of collection and examination of proposals on the development of the priority industrial technologies, present the method of a multi-criteria ranging of the received proposals on developing modern industrial technologies and creating the project of the program of measures for their development. The authors describe the process and adduce an example of creating technological road maps. The implementation of the authors’ proposals will ensure increased effectiveness of the financial state support of innovation projects on development of industrial technologies and fair distribution of budget financing among the activities devoted to development of modern technologies, and establishment of transparent and stable rules of state support of technological innovation and taking risks of long term innovation projects by the state. It is suggested to continue further research to identify more effective artificial intelligence technologies and create robotic complexes.
