Transformation of production planning in integrated structures of mechanical engineering

Abstract:
The article substantiates the transformation of the model of end-to-end production planning in integrated structures of mechanical engineering that unite single and small-scale enterprises. The relevance of the research is determined by the need to respond to the challenges of regionalization of production chains and to achieve technological leadership in the context of rational use of resources. The authors have systematized the factors determining the model of planning: structural and production (first section), dynamic and static (second section). Structural factors are determined by the form of the organization – an integrated structure that involves a multi-level management system, vertical and horizontal integration, inclusion of new business units. Production factors are determined by the features of single and small-scale mechanical engineering: the connectivity of functions throughout the product lifecycle, economic conditions, application of lean manufacturing and digitalization. The authors suggest a transition from sequential to parallel centralized planning to ensure a shorter planning cycle. They have created strategies of integrating new business units (“black box†, “aquarium†and combined) into the planning model. The study has determined the parameters of the tactical plan with a horizon of 18–36 months which takes into account the complete cycle of value creation in a single machine building environment. The authors have justified the necessity of synchronizing production plans with budgeting and functional strategies (sales, purchases, engineering). The solutions suggested make it possible to achieve the global optimum of an integrated structure value chain in the context of external and internal changes, ensuring the balance between the operational autonomy of business units and centralization of strategic management. The results of the study are of high scientific significance for the development of the theory of internal company planning, and of great practical value for reengineering the models of planning of machine building holdings of single and small-scale types of production.
