Abstract:
Many politicians, program administrators, and program implementers relay more on development or diffusion of greater energy efficiency to achieve reducing energy consumption based on technological approaches. In additions, policy makers advocate price-based approaches such as taxes in order to reduce environmental pollution that causes climate change. Relatively the aspects corresponding with the energy consumption behavior change have less attention in energy efficiency policies even though problems such as moral hazards, imperfect information, and negative externalities are involved in individual behavior tendencies.
