Abstract:
This article by Antoine d'Autume, Katheline Schubert and Cees Withagen backs with a theoretical analysis some empirical observations on the functioning of i nternational climate negotiations and CO2 cap-and-trade schemes. In our discussion, we show that the second rank optimum with a possibility for international transfers corresponds to the situation prevailing before 2012 in the carbon finance universe, whereas the second rank optimum with no possibility for international transfers anticipates the post-2012 situation. The article is helpful to understand the post-2012 dynamics of climate negotiations, and sheds some light on how a unique carbon tax could be progressively implemented.
