Why do poor countries need so much foreign aid?

Abstract: The short answer is that these countries don’t need foreign aid if their governments implement plans to uphold human rights, ensure political stability, adhere to the rule of law, root out corruption, invest in education and invest in key economic growth sectors. If implemented together, the above can leapfrog a country from developing to developed country in about 30 years.
