Abstract:
This article presents the discussion of the role of innovation as strategy of public policy to encourage the development of Micro and Small Enterprises (MSE) in the Economy. It identifies specificities for innovation in these companies. The positive characteristics are linked to adaptive flexibility of changing of innovative markets, attracting entrepreneurs and skilled human capital. The negative characteristics are related to the high mortality of these companies, due to low funding capacity and export difficulties. The Schumpeterian literature review allows the article finds that the MSEs innovate more to maintain cooperation strategies with institutions such as governments and universities, which can be boosted with the creation of Local Arrangements for Innovation.
