A Self-Financing Farmland Preservation Program

Abstract: A farmland preservation program is proposed that combines current. growth management approaches with a transfer fee plan. Agricultural zoning, fees assessed on land sold for development, plus cash benefits, would create a combination of "sticks" and "carrots" to encourage preservation. Costs and benefits are analyzed and a hypothetical example is given.
