What's not cookin' at the FCA

Abstract: In a major victory for its opponents, the Farm Credit Administration has put on hold its proposed lender's choice regulation. Under this proposal, any FCS lender potentially could lend anywhere in the US. According to an FCA spokesperson, FCA board action on lender's choice has been postponed until after the end of 1999. It is not at all clear how this proposed regulation can overcome its many legal problems without congressional action.
