Measuring the Returns to Public Sector Crop R&D in Tanzania, 1970-99

Abstract:
This paper is the first attempt at a Malmquist total factor productivity_(1:F P) index for maize and wheat production in Tanzania, for the period 1970-1999. Productivity grew at 1.4 % per annum, due ta improvements in efficiency of 2.5% per annum, combined with technological regression at -1 % per year over the period. An evaluation of the effectiveness of public sector R&D investment in wheat and maize productivity shows that R&D investment has had a rate of return (ROR) of between 57 and 64% for both crops aver the period.
