Fifty Years of Growth and the Road Ahead for Crop Insurance Penetration in the United States

Abstract: Federal crop insurance has moved from a limited New Deal pilot to a central pillar of the U.S. farm safety net. This brief traces penetration of the Federal Crop Insurance Program from 1976 through 2025 using four measures, insured acres as a share of acres in farms, the insured share of selected commodity acreage, the aggregate coverage level, and liability as a share of crop production value, against fifty years of legislation. Growth was episodic rather than smooth, clustering around the 1980 Act, the 1994 reforms, and ARPA, and averaging 1.33 to 9.33 percent annually depending on the measure. By 2025 the program covered 93.0 percent of selected commodity acreage and 64.0 percent of acres in farms, with liability equal to 71.0 percent of crop production value. Preliminary projections under the One Big Beautiful Bill Act place the 2026 values at 99.8 and 76.0 percent, the former an upper bound by construction.
