Dismantling Trade Agreements: Why Is It So Difficult?

Abstract: Both the United States and the United Kingdom wish to revamp the arrangements under which their international trade is conducted. In both cases, the objective is to achieve an improvement in the performance of their economies through these new arrangements. As yet, how this is to be achieved has not been well articulated by the proponents of changing the existing arrangements. The article examines what can be gleaned from the process thus far. It does not appear likely that the goal of either the United States or the United Kingdom can be achieved by altering international trade arrangements.
