Land Reform: Revisiting the Public versus Private Ownership Controversy

Abstract: The objective of this paper is to examine the impact of land reform that was carried out in the mid-1970 in the context of the controversy between public and private ownership of land, this study evaluates the impact of the land reform on economic performance in general and agricultural output in particular. This evaluation is made using a medium-size macro-econometric model to trace the feedback effects of this policy on other r sectors of the economy. But the study limits itself to the particular period in which the reform was implemented. The results of this study suggest (1) agricultural output would not have been higher if land distribution were not undertaken; but the margin of improvement due to land distribution is minimal;(2) the results of this study are consistent with most of the studies undertaken in that they all seem to suggest an improvement in agricultural performance, at least in the early years of the land reform.
