Abstract: More than thirty years ago, I developed an analytical framework for understanding the determinants of agricultural policies, emphasizing the sequential nature of the processes involved in the development and evolution of public policies. This framework was used by several authors to report on the evolution of agricultural policies in Europe and in the US. The purpose of this article is to explore the relevance of this framework today, assessing to what extent it facilitates understanding of the current debates on the next CAP reform. I first suggest an interpretation of the trajectory of this policy since its inception in the 1960s as resulting from the interplay of a few long-term economic forces. This makes it possible to then analyze the current debate and to speculate on the future of the CAP in light of what these long-term economic forces will be.
