Abstract:
Agricultural policies cannot assume that part-time farms are of a transitory nature and should be eliminated. Advisory services must cater to their needs and help all small farms. This requires changes in the advisor's behaviour and the use of novel methods. The target group's confidence must be gained ; the whole farm- household-family complex should be considered and the group's special needs determined ; farmers should be induced to face their own destiny and given the ability to do so. Suitable training of advisors and changes in the organization and mentality of the advisory services are needed.
