Abstract: The fire cast and the goals fixed by Nation planning coincide on the county level with the branch of national finance involved in the county planning realizations. This county planning is prepared by the « Préfet de région » helped by the « Mission régionale » and various bodies. County planning requires a better information. The « Opération 75 » will enable us to define a solution on the county level linked with a given agricultural policy. It includes a description of the future of the counties, a comparison with the national scheme leading to decision making on the level of the nation and of the county.
