Abstract:
Horticultural producers value their independence but nevertheless become dependent upon Government because they are not able to manage their own affairs. A scheme is outlined whereby fruitgrowers in the EEC-of-Six could help themselves out of theid present low-income situation with very little Governement intervention. The scheme could also be largely administered by the fruitgrowing industry. Noting the alternation of higher and lower yields in successive years, resulting in unprofitable and profitable crops respectively, it is suggested that producers pay a levy out of profits in the profitable years into a compensation fund. It is proposed that three payments within a period of five years would raise enough money to buy out a small percentage of producers who were willing to leave. The mechanics of the scheme and some approximate rates of contribution and of benefit are outlined.
