Abstract:
In the capitalist system rural space, a negotiable commodity, is submitted to external forces (urban) which lead to a perturbation of the old village society. The authorities attempt to play a regulating role by means of their planning policy (POS, PAR, Region) but their ability to arbitrate, since they cannot control land prices, is inadequate.
