Abstract:
The OECD countries would like to stabilize their markets both for exports and harmonization. Growth will slacken in the near future. There is greater awareness of the dangers of "bilateralism". The "small" countries are in an increasingly dangerous position and are trying to develop the possibilities of international agreements.
