Abstract:
The EEC considers as a basic commitment the fostering of the economic development of developing countries, by taking into account those whose economy depends principally on their opportunities for exporting basic products and particularly sugar. The Lomé convention in 1975 was proof of this. The indirect effects of such agreements are felt by the Community whose production even when restricted to 9 members is beginning to be in excess. But the sugar sector should not suffer if the Community admits new members and enters into associations with Mediterranean countries. In these countries sugar production is not very high and already cannot satisfy home demand. In the future the production of liquid sugar extracted from maize starch and from other cereals might well be on a competitive footing with the European sugar beet industry; this production should be regulated as sugar is.
