Abstract:
Initiated in France in 1974, development plans are now instruments of EEC's structural policy defined by Sicco Mansholt in 1968. Concrete research in some departments shows that this concentration of resources upon a restricted number of participating farmers does not enable agriculture to reach aims of income equality and adjustment with the market proposed by EEC's agricultural policy. The only tangible aim which seems to be reached to-day is the increase of agricultural production and work productivity.
