Abstract:
The establishment of the CAP results from a slow process towards the realization of an European agricultural community. From 1947 to 1955, this idea gained ground in Western Europe. The history of its developments emphasizes the economic and political obstacles to the constitution of a real agricultural common market. A detailed analysis of the views of the interested governmental organizations and of those of pressure groups provides useful indications. The « Green Pool » project is examined throughly as an original form of European integration.
