Abstract:
Following 1) a case study about the observed consequences of an irrigation system (Millery-Mornant program), and 2) a critical analysis of the administrative experimentation in rural planning in France, an attempt is made to clarify the stakes and rules of conduct of an ex-post evaluation approach in the decision process.
