Abstract:
A critical analysis of proposals made for the reform of the common agricultural policy. Its three basic principles (free movement of goods, Community preference and joint financial responsibility) are valid and should be better abided by Expenses must however be reduced and better orientated and exports developed. This requires lowered support prices and some mechanism to correct the worst effects of this fall in prices on farm incomes. Various methods are compared. Direct income payments with ceilings appear to have less drawbacks than other methods.
