Abstract:
A general analysis of the european agricultural problems after the March 31, 1984 agreement. CAP'S crisis is caused by the evolution of the sector but also by failure to abide by its basic principles. In front of unsuperable budget difficulties a choice must be made between freedom to produce, with acceptation of market prices, or request for public support, with the counterpart of disciplin in production. The solution adopted safeguards as much as was possible producers' interests; they are assured to get a support price for quantities not exceeding the garantee thresholds.
