Abstract: The main problem of the CAP is that it was established for a net import situation, whereas the EC has become more and more a net exporter during the last 25 years. Therefore, the CAP must be reformed. Most pressure groups and policy makers in the Netherlands argue, in principle, for a more market oriented price policy with moderate price levels. Additional measures like the superlevy for milk are acceptable, but only temporarily.
