Un protectionnisme plus équilibré: le FEOGA et la réforme de la PAC

Abstract:
The budgetary problems and the economic costs of CAP are due first to the level of protection provided to agriculture in the EEC but also to the heterogeneous protective structure and the distorted price ratios. It is argued that a more balanced protection inspired by the uniform tariff theory particularly on feed stuffs would be a step in the right direction in reforming the CAP: a more balanced protection is defined as lower protection for cereals, sugar and maybe some animal products and a protection similar to grain on oil meals and cereal substitutes. Political feasibility both internally and externally to EEC is sketched. A tentative numerical illustration is presented on the basis of a simple international agricultural trade model including EEC, centrally planned economies and the rest of the world. The FEOGA budget is quite sensitive to such changes in the external protection.
