Abstract:
Two major trends are currently affecting rural space and will have strong effects in coming years: deep demographic and socio-economic change ; administrative decentralization and its consequence on land use rules. Zoning rules will now be in the hands of municipalities which must aware of the challenger and risks involved with their new responsabilities. The law on decentralization provided for intercommunal charters for development and planning. This new instrument will only be fruitful in promoting global development if all concerned can unite on common objectives and accept new behaviours.
