Abstract:
In the less favoured rural areas, the local authorities are sometimes brought to play a leading part in the improvement of the développement in these areas. Furthermore, this part has been strengthened by the decentralization. Villages have not the same potential or opportunities to develop. However, when analysing those which are the most active, the result comes from a combination between the collective willingness of the people and the local leader dynamism. Beyond a minimum level, where nothing is possible on its own, the technicality and the cleverness of both, the leader and his team, lead to mobilization and creation of power and so allow some working edges which generate développement.
