Abstract:
Does the french debate on territorial management will solve rural problems ? This is very controversial. The french public policy is here still dealing with and old reference : the spatial redistribution of financial resources, whereas it should consider the challenge of creating new activities. It seems therefore more relevant to first define the local conditions for development and to know then if they are spontaneously enforced or not on relevant territories. In this perspective, territorial management is a public policy for empowering the rural territories. News services for enterprises and households are the cornerstone of this new perspective.
