Abstract:
Mayors, in rural districts, have typical features from political, institutional as well as sociological point of view. They have a very strong and personnal bond with the village. They act for the economical development of the district and also to keep the local community alive. In that way new administrative and political processses like decentralization or intermunicipal cooperation are managed by them with great pragmatism.
